and local municipalities to match water supply areas, sewer service areas, and
Designated Growth Areas
Water supply and sewage treatment services are provided by municipal authorities or private utility companies. The county
will advocate with these agencies to coordinate their efforts with local plans, county plans, and each other.
Generally, sewer and water service areas should:
■■ Serve Designated Growth Areas, as shown in the county’s Future Land Use Map.
■■ Only be extended into Rural Resource Areas because those areas are already served by either public sewer or water,
have concentrations of failing on-lot sewage systems, have water supply problems, or contain cluster development with
significant open space preservation. Cluster development should have at least 60% open space, a density of less than one
home per acre, and a location within a half mile of an existing public sewer and water system.
■■ Match each other’s service areas as much as possible. It is particularly important to avoid having on-site wells serving
developments served by public sewers, because this pulls water out of the water table and discharges it into streams rather
than allowing it to infiltrate back into the ground.
